Disability, Employment and Direct Payments Programme

In an era when paid work is understood as the primary route to social inclusion, disabled people remain largely excluded from the labour market. Structural and individual barriers, from inaccessible work environments to low educational and skill levels, make inclusion into contemporary employment highly challenging and complex. Successive policy initiatives, focused on shifting disabled people from ‘welfare into work’ have seemingly failed to improve presence in the workplace.

At the same time, the UK Government has rolled out new welfare initiatives, such as Direct Payments, which are cash payments made by local councils to individuals who have been assessed as requiring social care services.Direct Payments have the potential to open up a whole new dimension to work and employment relations for disabled people. The research in this programme seeks answers to questions such as:
  • What types of support are available to disabled people in their journey towards paid employment?

  • What skills do disabled people develop when securing and using Direct Payments to run their own support services?
